The SAPS is in trouble, particularly after the three of the four police officers accused of killing bystander Mthokozizi Ntumba during a WITS student protest, have had previous brushes with the law. There is also an increase in the number of police officers killed on- and off-duty. David Africa, executive director of the African Centre for Security and Intelligence Praxis, says the age of policing strategy being designed based on a politician’s whim, must come to an end.
